Organizational Context

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development in the next decade. UNIDO's mandate is fully recognized in SDG-9, which calls to "Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation". The relevance of ISID, however, applies in greater or
lesser extent to all SDGs. Accordingly, the Organization's programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.

Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO's four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

The Directorate of Environment and Energy (EAE) aims to integrate and scale-up the energy and environmental activities focusing on supporting governments and industries to provide sustainable and resilient soft and hard infrastructure for industrial development, supporting industries to contribute to climate neutral circular economy, and supporting governments and industries in fulfilling national commitments under multinational climate and environmental agreements. The Directorate consists of the Department of Environment and the Department of Energy.

This position is located at the Department of Environment within the Industrial Pollution Mitigation Division (EAE/ENV/IPM). IPM is responsible for supporting developing countries and countries with economies in transition to implement the Chemicals and Wastes obligations and requirements under the Basel, Rotterdam, and Stockholm Conventions and other relevant agreements, in particular where it relates to larger and formalized industries and sectors, and to leverage its experience to address industrial pollution mitigation in general.

Regional Caribbean Project

The Project 'Developing and Implementing a Sustainable Management Mechanism for Persistent Organic Pollutants (POPs) in the Caribbean' aims at enabling the participating countries to reduce and eliminate threats of POPs. It was launched in September 2015 and has five main components: 1. Creation of enabling mechanisms; 2) Reduction of u-POPs emissions from landfills; 3) Assessment of POPs-contaminated sites and remediation of a selected one; 4) ESM of PCBs; and 5) Monitoring and Evaluation. Now, the Basel Convention Regional Centre for Training and technology Transfer for the Caribbean Region (BCRC) is executing Components 1 and 3, and parts of Components 2 and 5; UNIDO is assisting execution of Component 4 and part of components 2 and 5, to find appropriate local partners that can help with project execution.

Component 2 of the above-mentioned project aims to "Reduce U-POPs emissions by improving poor waste management practices at landfills". The expected outcome 2.1 refers to "Improved health due to reduction and eventual elimination of U-POPs" and includes a demonstration project entitled "Environmentally Sound Management of Municipal and Hazardous Wastes through Best Available Techniques and Best Environmental Practices (BAT/BEP)" in Suriname.

The objective of the pilot project is to contribute towards the effective collection of separated waste at household level focusing on raising awareness of household waste separation. Coordination Environment and the Ministry of Public Works, Transport & Communication (OWT&C) identified the resorts Rainville and Blauwgrond, which have about 20,500 households, as the target neighborhoods in Greater Paramaribo. Considering budget restrictions and current market limitations, recyclables to be collected will include plastic bottles, plastic bags and aluminum cans, since this waste stream can be recycled in Suriname.

House to house, information and visual material will be part of the awareness campaign upon which the project will be based. Each household will receive transparent plastic bags for one year and a calendar with collecting dates for separation of plastic bottles, plastic bags and aluminum cans. A recycle company in Suriname into new plastic bags, contributing to the sustainability of this project, will recycle the transparent plastic bags. Recyclables collection will take place once every two weeks and will be carried out using garbage compactor trucks organized by the co-financers. The implementation of the project will be in charge of a contracted consulting company. This company will also be responsible for project monitoring, evaluation and reporting activities.

The pilot project will be financed with GEF funds and Co-financed by Fernandes Bottling Company N.V. (a private entity). GEF financing will include: awareness campaign, materials and project management, for a maximum amount of up to U$S 280.000. Co-financing by Fernandes Bottling Company N.V. will include recyclables collecting cost. Additional information about the GEF project and the Suriname pilot to be shared by project team.

National expertise on assisting with the pilot project design in Suriname is required to ensure an efficient design of the pilot project, entitled: "Waste separation pilot project in Greater Paramaribo".

The pilot project design shall include at least the following items:
- Background information
- General and specific objectives
- Scope (geographic scope and kind of waste involved)
- Time period (according available budget)
- Project description (general description, approach and methodology, activities description, expected outputs, organization, roles and responsibilities, human and materials resources, assumptions and restrictions)
- Milestones, indicators and project timetable
- Monitoring plan, evaluation and reporting
- Detailed costs estimation and financing

Minimum Requirements


Advanced university degree in chemistry, environmental engineering, environmental management or any other related areas. A first level degree or an advanced technical college diploma may be acceptable in combination with a substantial number of years of professional hands-on experience that is directly relevant to the expertise required by the specific assignment.


Fluency in written and spoken, both English and Dutch, is required. Working knowledge of or fluency in another United Nations official language is desirable.

Field of Expertise

A minimum of three (3) years of professional experience in waste management projects and in the elaboration of technical projects, plans and programmes, is required. Experience in and proficiency in MS Office is required.

This appointment is limited to the specified project(s) only and does not carry any expectation of renewal.
