Organizational Setting

The Department of Safeguards (SG) is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for over 180 States in accordance with their safeguards agreements. The main objective of the Department is to maintain and further develop an effective and efficient verification system in order to draw independent, impartial and timely safeguards conclusions, thus providing credible assurances to the international community that States are in compliance with their safeguards obligations. Safeguards activities are undertaken within a dynamic and technically complex environment including advanced nuclear fuel cycle facilities and complemented by the political and cultural diversity of the countries.

The Department of Safeguards consists of six Divisions: three Operations Divisions for the implementation of verification activities around the world; three Technical Divisions (Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services); and three Offices (the Office for Verification in Iran, the Office of Safeguards Analytical Services and the Office of Information and Communication Services).

Within the Department of Safeguards, the Office of Information and Communication Systems (SGIS) is the centre of competence for the specification, development and maintenance of Information and Communication Technology (ICT) systems and for the management of all ICT infrastructure and services to support safeguards. In partnership with other organizational entities, SGIS is responsible for planning and implementing an ICT strategy as well as enforcing ICT standards.

Main Purpose

Reporting to the Group Leader, Safeguards Security Group, the Safeguards Security Officer (SGIS) participates in the delivery and continuous improvement of the Department's security programme. The incumbent will participate in activities related to the management and improvement of information security, physical security and business continuity operations. He/she maintains and improves the Department's online security information platforms and serves as a manager of security projects and initiatives and serves as an expert for security guidance and risk-based decision-making support.


The Safeguards Security Officer (SGIS) is: (i) a technical specialist reviewing security issues and recommending technical and administrative methods to improve security measures and policies on all aspects of security, with emphasis on information security and security awareness; (ii) a solution provider, contributing to client service delivery; (iv) a facilitator, soliciting inputs from other specialists and providing professional support in defining, planning and executing projects to support the physical security, confidentiality, integrity and availability of Safeguards information.

Functions / Key Results Expected

Conducts research and develops proposals to improve the effectiveness of policies and procedures, contributes operational support for the development and implementation of Safeguards security projects, develops recommendations for incident and threat security response plans including for the Departmental Business Continuity and Disaster Recovery Plan.
Serve as project manager for information and physical security projects.
Reviews and approves Safeguards Information System access rights and responds to user technical problems; assists with physical access control management.
Manages information security online material and drafts information for Security Bulletins to staff.
Monitors and reports on the maintenance of the Business Continuity and Disaster Recovery Plan and on the implementation of recommendations from periodic security audits, travel security issues, vulnerability assessments and threat and risk assessments.
Manage various aspects of the Departments security programme in accordance with Safeguards security policies and as directed by management.
Implement, monitor, evaluate, and operate a wide range of security management processes, policies, and procedures.
Ensure that clear and timely expert and risk-based advice and notifications are provided to management and staff on security issues through meetings, workshops, websites, and other communications mechanisms.
Provide security awareness and induction training courses to staff and conduct security awareness testing and improvement activities.
Assist teams and participate in the handling of security incidents and recovery of an incident within the Department and, as appropriate, with other IAEA incident response teams, as well as documenting, evaluating, and monitoring the appropriate follow up actions.
Author technical documents for stakeholders, internal audiences, and external partners with regard to security. Plan and execute security projects and server as task officer for Member State Support Programme projects as required.

Qualifications, Experience and Language skills

Bachelor's Degree - University degree in Information Security, Information Technology, Computer Science, Engineering or other related field.

Other - Professional certifications in information security, network security, IT security, business continuity, disaster recovery, travel security, physical security, information security management would be an asset.

Minimum 5 years of directly related experience, preferably in an organization with stringent security requirements and classified information.
Experience with information security management frameworks such as ISO, assessment, and improvement plans.
Experience with security operations related to information, physical, travel, and personnel security.
Demonstrated ability to draft concise and informative security operations, threat information, and risk management reports.
Experience in conducting information security risk assessments of systems and security assessments of processes and arrangements.

Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.


The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $62120 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 32427*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
